Salinas' 'Framework for Violence Prevention' is really a 'one size fits all' approach that any community in the country can follow to find their own solutions for youth violence.

Mr. Speaker, sex, drugs and rock and roll were condemned thirty years ago and here we are today talking about trying to legislate morality when we should really be talking about are education and prevention programs to stop youth violence.

I rise today to honor one of the USWA's most respected leaders, Frank Vickers.

Frank has also served as Vice President of the Cincinnati AFL-CIO Central Labor Council.

Through his efforts the USWA has expanded their influence all over the country in order to benefit the steel workers.
