by number of sources- this evening I would like to talk about health care and my concern that in the first 100 days of the Bush administration, we have seen no action, effectively, on the major health care concerns that affect the American people, that my constituents are talking to me about and that many of my colleagues in Congress, in the House of Representatives, not only on the Democratic side but also on the Republican side, have identified, issues that we have identified as important that need to be addressed in this Congress. I want to mention three tonight. There are many, but I want to mention three, if I could: one is the need for a Medicare prescription drug benefit; the second is the need to reform HMOs, the so-called Patients' Bill of Rights; and the third is the mounting problem of so many Americans, maybe 45 million Americans at this point, who have no health insurance. Before I get to those three points, though, I probably should point out that the President's budget sends sort of a defining message with regard to health care by essentially not only dealing with some of these problems effectively but also by threatening through the size of the tax cut that he recommends, which is primarily for the wealthy and corporate interests, to possibly raid or effectively raid the Medicare as well as the Social Security trust fund.6 sources2001govinfo.gov

These are very serious preexisting conditions: heart disease, cancer, asthma, arthritis, high blood pressure. - I listened to my Republican colleague in disbelief because the fact of the matter is that the Republican House has now adjourned, or at least is trying to adjourn, and go home for 5 weeks, as far as I can tell. The fact of the matter is that when you go home and you talk to your constituents, they talk about jobs, they talk about the economy. When the gentleman says, Oh, we already passed a bill and why doesn't the Senate take it up, he knows very well that in order to accomplish anything here in terms of tax cuts and extending tax cuts for the middle class, that we have to get together on a bipartisan basis with the Democrats. That's simply not happening here. The Senate has passed bills that seek to create jobs, larger infrastructure bills, bills that would actually send money back to the States so that we can rehire some of our public employees, our police, our firemen, and our teachers. The fact of the matter is that the House Republicans really do not want to do anything to create jobs, whether it's in the public sector or it's in the private sector. - I rise this evening to draw attention to the struggle of journalists and their work toward freedom of information and freedom of the press in Cuba. Cuba was recently ranked by the Committee to Protect Journalists as one of the 10 worst places for journalists to work. For the past 7 years, the committee has also listed Fidel Castro as one of the top 10 enemies of the press. Cuba is the only Latin American nation where the press is completely gagged. The Cuban constitution includes a ban on all non-governmental media outlets, giving Castro complete control over all media outlets. After 43 years of power, Castro shows no sign of lessening his stranglehold on the press. Mr. Speaker, last week the New York Times published an article on the work and struggles of Omar Rodriguez Saludes, one of only 100 independent journalists working in Cuba. Independent journalists like Omar who would choose to work outside the government-controlled media outlets are denounced by Castro as counterrevolutionaries and are barred from covering official events. Independent reporters face repeated interrogation and detainment by Cuban authorities, monitoring and interruption of their telephone calls, restrictions on their travel; and they are often placed under house arrest to prevent coverage of certain events. A new tactic of intimidation involves arresting journalists and releasing them hundreds of miles from their homes.4 sources2002govinfo.gov
- I rise on the House floor this afternoon to express my deep concerns regarding the upcoming elections in Kashmir, which begin on September 16. Mr. Speaker, I would like to first make it clear that Kashmir is a state within India, which is the largest democracy in the world. Given that India has operated under the traditions of democracy since independence, I am confident that Indian officials and their electoral commission are doing everything possible to ensure that the elections proceed under free and fair circumstances. In fact, this week myself and some of my colleagues who are members of the India Caucus met on a bipartisan basis, I should say, with the external minister, Sinha; and he told us very dramatically that the Indian Government, together with the electoral commission, are doing everything possible to make sure that these elections are held in free and fair circumstances. They have learned some of the lessons from the past about how to improve the voter turnout and to make sure that violence is not committed against those who would choose to exercise their right to vote. However, my concern stems not only from increased infiltration of terrorists at the Kashmiri line of control, but also from the surge of violence in the Kashmir region by Islamic fundamentalists, whose primary purpose is to thwart the elections in Kashmir.4 sources2002govinfo.gov
