The health system we have now does not adequately respect, protect, or preserve life. In fact, America doesn't even rank in the top 12 of global nations in terms of the quality of our health care. That is truly shocking. Yet we spend enormous amounts of money, and yet so many people are left out. There's not time to talk about all of them tonight in 5 minutes, so I am pleased to join my colleagues in focusing on women and children of this great Nation who need health care reform. In our country, every year, more than a half million, 530,000 babies, one out of every eight, are born premature in our country. Premature birth is the leading cause of newborn death and a major cause of lifelong disability. - I rise this evening to pay tribute to an historic, distinguished former Member of this Chamber--Louis Stokes of Cleveland, Ohio. Congressman Stokes passed away on August 18, at the age of 90, with his loving wife of 55 years, Jeanette, by his side. On behalf of the people of Ohio and the Ohio delegation, I would like to express our deep sadness and enduring gratitude for the life of Louis Stokes. Growing up in Cleveland in public housing, with his brother, Carl, and their widowed mother, life was hard, but Lou triumphed over hardship to become a passionate voice for the less fortunate. He gave his life to public service, serving 3 years in the Army before using the benefits he earned under the GI Bill to attend college and law school; and, I might say, he served in a segregated Army. He worked closely with the NAACP and argued the landmark stop and frisk case, Terry v. Ohio, before the U.S. Supreme Court. In his 15 terms in Congress, he served as an ever-present voice for people of color and vulnerable communities across this country, playing a role to help found the Congressional Black Caucus in 1971. He was a foundational figure. His leadership was also historic, as he was the first African American Member of Congress ever elected to represent Ohio. - I thank the gentleman for organizing this event this morning, and I wish to also say that the 1956 Hungarian Revolution was a breakpoint historical event that marked a turning point in the cold war. It took great courage by those who participated during that unforgettable period as freedom fighters in Budapest and across that country stood tall in opposition to the communist-installed Hungarian people's false government and its Soviet-imposed repression. {time} 1030 You can travel to Budapest, Hungary, today, and you can see the bullet holes and the tank markings in some of the old, old buildings in that country. We know over 2,500 Hungarians died, 20,000 were imprisoned, and over 200,000 more fled as refugees. Congressman Ross has referenced certain individuals in my own region. Some of those refugees came to Ohio, including men like Reverend Martin Hernady, who ministered his entire life in Ohio serving the Hungarian diaspora, and the Ujvagi family of Toledo, whose compassion, patriotism, and genius have meant so much to our community and to me, personally. In October and November of 1956, the country at the heart of the European Continent underwent 3 weeks of political turmoil that shook the region and exposed the ideological fissures behind the Iron Curtain. - Today the United States Department of Agriculture published its long-awaited proposed rule to fix the Packers and Stockyards Act to address institutional bias against small livestock and poultry farmers. For decades I have fought alongside our livestock and poultry farmers to ensure their hard work is respected and standards exacted by their processing firms were fair and honest. Unfortunately, small producers have been taken advantage of, retaliated against, marginalized legally in favor of larger meatpackers, swine contractors, and poultry companies, and forced to swallow opaque contracts just to pay their bills. The proposed rule falls short to address their very serious grievances. Once again, this administration is happy setting minimal, powder-puff requirements that sidestep hardworking families in favor of mega-business integrators.
