“I just think that when you look at some of the money that goes out to different places in the country, Pennsylvania hits higher than Ohio does actually. For us, the Appalachian Regional Commission in southern Ohio has been just terribly important. Has it been the most important vehicle for restoring what was lost or trying to convert to other economic activities? No. Are we crawling forward? Yes. At least we are not falling behind even more.
