I am concerned that you built a budget request that doesn't probably line up with your report.

That is what you do when you are in the know about what is coming.

So you initiated it on your own because in your analysis you decided, without any outside influence or pressure, that this was necessary and so essential that we remove it from the regular order process.

I just met with the acting Librarian, and he expressed a strong desire for it to happen, and they need it.
