I feel very strongly about that. I do not want our people being used as guinea pigs.

Few issues pose as immediate a threat to the health of Americans as the Zika virus.

What assistance are we going to give those countries who have told their women not to get pregnant for 2 years? What are we doing to provide them with free birth control?

The right way to deal with this, probably down the road, is budgetarily to treat infectious diseases like we treat FEMA.

We cannot have one hand tied behind our back by saying, as the House said in a completely partisan way, none of this money could be used for nongovernmental entities to help provide birth control, which is so critical.

How are they doing it, the ones that you say are doing a good job? How are they getting this contraception to the people who need it?

They are the ones who are in charge of their own countries. They are the ones who issued this directive to their women.
