If Congress does not act on the Coal Healthcare and Pensions Protection Act, over 20,000 retirees stand to lose their health benefits by the end of the year.

We must make sure that these alternative plan designs mitigate risk to employers, but we also must make sure that these new alternatives do not shift an excessive amount of risk onto workers.

This proposal does not go far enough to ensure the retirement security of American workers and other participants in multiemployer pension plans.
