I liken it to football, if you are a football fan. Imagine if all of a sudden there was 8 times the number of teams but no more referees, and then instead of having seven refs on the field you had one on the field.

We can't have, as you point out, inconsistent and uncertain innovation policies. That's what you've underscored here and why this hearing, again, is so important.

We are a national leader in many areas. We have a great, I think, model of how industry, entrepreneurs, universities, research institutions, like the National Renewable Energy Lab and the government are all encouraging energy innovation…

I think about solar and wind, for example, in the 1970s. Now we're trying to play catch up with some countries that have seen the possibility here.

With reference to what happened at JPMorgan where the huge losses there take place, have you determine who was responsible at this point for that?

So you do not know at this point who is responsible for what took place at MF Global.

Are you working with entities that are conducting criminal investigations?

I hope, as one of those who supported the Wall Street reform legislation, that the agencies are going to look at this broadly...

Do you interpret--do you hope to interpret the Volcker Rule in a way that what took place at JPMorgan would not have been possible?

So it is not the Senate Banking Committee that is conducting those.

As you know, President Obama has directed the Department of Interior to come up with an economic analysis of the spotted oil critical habitat that's due very shortly.

Absolutely. Let me also speak to, with regards to the areas of forest that have been designated as critical habitat for the last 20 years, do you believe that those areas are healthier today than they were before the designation?

Action must be taken now to protect rural communities and private property from these burdensome regulations.

We have tremendous resources in our area. I'm not just talking about the forests. I'm not just talking about the species. I'm talking about our region as a whole, our community, and yes, healthy forests are part of our DNA.

But in the issue of a court case, the eye of the law should be, I would assume, the judicial review.

This is incredibly important to my region and I appreciate you taking time and effort to bring this congressional hearing to Cowlitz County.

I believe we got down to about 3 million board feet. It was substantial.
