I am advised by the Attorney-General that under the Indian-depredations act 8,000 cases, involving an aggregate of damages claimed of about $30,000,000, have already been filed.

The effect of this provision will be to bring to the Supreme Court many cases that in my opinion should be finally determined in the intermediate appellate court.

I would not suggest that an appeal should be allowed in all cases.

It has not seemed to me that this was a case in which we could yield to the suggestion of further concessions on the part of the United States with a view to securing treaty rights for which a consideration has already been given.
