In accordance with the provisions of section 4119 of the Revised Statutes of the United States, I lay before you for revision a copy of the regulations for the consular courts of the United States in Korea, as decreed by the minister of this Government at Seoul March 31, 1892.

The commissioners representing the Hawaiian Government have consented to leave to the future and to the just and benevolent purposes of the United States the adjustment of all such questions.
The provisional treaty, it will be observed, does not attempt to deal in detail with the questions that grow out of the annexation of the Hawaiian Islands to the United States.
I thank you, sir, and these generous donors, for this testimonial of an incident which I am sure will be regarded as valuable in our history.
A serious question would be raised as to whether these officers were not at once legislated out of office and vacancies created.
