Today, we are introducing the Collegiate Learning and Student Savings Act. This bill would extend tax-free treatment to all state sponsored prepaid tuition plans and state savings plans in the year 2000. This legislation would also give prepaid tuition plans established by private colleges and universities tax-deferred treatment in 2000, and tax-exempt status by 2004. Prepaid college tuition and savings programs have flourished at the state level in the face of spiraling college costs. According to the College Board, between 1980 and 1997, tuition at public colleges increased by 107 percent, while the median income increased just 12 percent. The cause of this dramatic increase in tuition is the subject of significant debate. This measure will make child care more accessible and affordable to the many millions of Americans who find it not only important, but necessary, to work. This legislation grants tax credits to employers who assist their employees with child care expenses, either by providing child care on-site, reimbursing employees for the cost of child care, or establishing a referral service to help employees locate a child care provider. An employer is eligible for an income tax credit equal to 25 percent of its child care expenses. Expenses eligible for the credit include: The cost of acquiring, constructing, rehabilitating or expanding employer property used to provide employees with child care; the cost of operating an employer child care facility; costs incurred under a contract with a qualified child care facility to provide child care services to employees; and to reimburse employees for the cost of child care. Employers may also be eligible for a separate credit equal to 10 percent of child care resource and referral expenses. The bill establishes an overall limit on the amount of child care credits an employer can qualify to receive. That limit is $150,000 per year. Why is this legislation important? This bill would spur growth and preservation of historic neighborhoods across the country by providing a limited tax credit for qualified rehabilitation expenditures to historic homes. An understanding of the history of the United States serves as one of the cornerstones supporting this great nation. We find American history reflected not only in books, films, and stories, but also in physical structures, including schools, churches, county courthouses, mills, factories, and personal residences. The bill that Senator Chafee and I are cosponsoring focuses on the preservation of historic residences. The bill will assist Americans who want to safeguard, maintain, and reside in these homes which chronicle America's past. The Historic Homeownership Assistance Act will stimulate rehabilitation of historic homes while contributing to the revitalization of urban communities. The Federal tax credit provided in the legislation is modeled after the existing Federal commercial historic rehabilitation tax credit. Since 1981, this commercial tax credit has facilitated the preservation of many historic structures across this great land.
