- I rise today in opposition to secrecy. I rise today in support of auditing the Federal Reserve. I rise in opposition to the lack of accountability at the Reserve, an institution that has for too long been shrouded in secrecy. The objective of the Federal Reserve Transparency Act is simple: to protect the interests of the average American by finding out where hundreds of billions' worth of our dollars are going. The Federal Reserve has the ability to create new money and to spend it on whatever financial assets it wants, whenever it wants, while giving the new money to whichever banks it wants. Yet if the average Joe and Jane from Main Street printed their own money, they would be imprisoned as counterfeiters. Nowhere else but in Washington, DC, would you find an institution with so much unchecked power. Creating new money naturally lowers interest rates, or the price of using money. Put another way, the Federal Reserve's unchecked printing press creates a price control on the cost of using money. Throughout our country's history, price controls have never worked, and the Fed's price control on interest rates has also not worked. Think back to the housing bubble. Artificially low interest rates led to many individuals buying, selling, and investing in the housing industry. - I am pleased to support H. Con. Res. 546, legislation commemorating a monumental day in the history of liberty, Juneteenth Independence Day. Juneteenth marks the events of June 19, 1865, when slaves in Galveston, Texas learned that they were at last free men and women. The slaves of Galveston were the last group of slaves to learn of the end of slavery. Thus, Juneteenth represents the end of slavery in America. I hope all Americans will take the time to commemorate Juneteenth. Friends of human liberty should celebrate the end of slavery in any country. The end of American slavery is particularly worthy of recognition since there are few more blatant violations of America's founding principles, as expressed in the Declaration of Independence, than slavery. I am particularly pleased to join the recognition of Juneteenth because I have the privilege of representing Galveston. I thank the gentleman from Illinois for introducing this resolution, which I am proud to cosponsor. - I rise in support of this legislation, and I want to compliment Mr. Mitchell from Arizona for getting this bill to the floor. We have worked on this for several years. I am pleased that this is going to be passed today. Much has been said about the unemployment rate in this country. And I saw one other take on unemployment today, where it said that for low-income people below $20,000, the unemployment rate is actually 31 percent, which shows how devastating this recession is, and for some it is an actual depression. I would like this bill to be passed, but not just as symbolism. It is good symbolism and important symbolism. It is not a tremendous amount of money, but it is important for us to recognize that we have a serious problem in this country and that we shouldn't be careless about the way we think about this problem. It shouldn't make us feel necessarily good because we passed this. This is just necessary. - I rise in opposition to this bill because I believe it contains language that would allow American citizens to be detained without trial. The other side has argued that is not true, that they will be eligible for their constitutional rights if they get into an article III court or a constitutional court. But here is the rub: They have to be eligible. Who decides whether someone is eligible for the court? It is an arbitrary decision, and this is what this debate has been over. Don't let the wool be pulled over your eyes that everyone has protection and they will get a trial by jury if accused of a crime. We had protection in this bill. We passed an amendment that specifically said: If you are an American citizen or here legally in the country, you will get a trial by jury. It was explicitly stated and it has been removed in the conference committee. It has been removed because they want the ability to hold American citizens without trial in our country. This is so fundamentally wrong and goes against everything we stand for as a country that it cannot go unnoticed and should be pointed out. Proponents of indefinite detention without trial say that an accusation alone is sufficient, that these crimes are so heinous that trials are unnecessary. They will show us pictures of foreigners in foreign dress from foreign lands and say that is what this debate is about. It is untrue. - I rise in opposition to H. Res. 1194, mainly because this legislation reads like an authorization to use force in Lebanon. As the key resolved clause of H. Res. 1194 states: Resolved, That the House of Representatives-- * * * * * (6) urges-- (A) the United States Government and the international community to immediately take all appropriate actions to support and strengthen the legitimate Government of Lebanon under Prime Minister Fouad Siniora; This language is eerily similar to a key clause in the 2002 Iraq war authorization, H.J. Res. 114, which read: (a) Authorization--The President is authorized to use the Armed Forces of the United States as he determines to be necessary and appropriate in order to-- (1) defend the national security of the United States against the continuing threat posed by Iraq; I find it outrageous that this legislation, which moves us closer to an expanded war in the Middle East, is judged sufficiently ``non-controversial'' to be placed on the suspension calendar for consideration on the House Floor outside of normal parliamentary order. Have we reached the point where it is no longer controversial to urge the President to use ``all appropriate actions''--with the unmistakable implication that force may be used--to intervene in the domestic affairs of a foreign country?
