We have been joined by Senator Rockefeller, who has done great work, Senator Feinstein, and others, Democratic and Republican, who have done fine work on this legislation. But I love asking people who have been married a long time: What is the secret to being married a long time? This is especially important for me to say this with Senator Collins sitting on the floor. She and certainly her husband to be anticipate their coming marriage. But I love asking people who have been married a long time: What is the secret to be being married a long time? I get great answers, funny answers but also some very profound ones, and the best thing I ever got was the two Cs. What are the two Cs? Communicate and compromise. That is not just the secret for a long marriage, a union between husband and wife, but it is also the secret for a vibrant democracy. I think the two Cs characterize what is going on with this legislation because I have been here a while--11 years--and I don't know that I have ever seen better communication on an issue of this importance than I have in this instance. It was very dramatic, very satisfying, and frankly, compromise, the kind of compromise we have talked about over the last 15 minutes or so, needed, given, done willingly, to lead us to this point today. - I rise in support of the amendment offered by my old friend, the Senator from Maryland--my neighbor, Senator Van Hollen--and also my young friend, Senator Ernst, and maybe one or two others that I am not aware of. The amendment offered by our colleagues requires public-private partnership projects that receive loans from USDOT to obtain something called surety bonds. Surety bonds are a proven tool for ensuring that a loan recipient has appropriate payment and performance protections in place. By requiring these bonds, this amendment would protect workers, would protect suppliers, and guarantee that any subcontractors, suppliers, and workers would receive the payment they deserve for their work on the project, even if the borrower were to default. The legislation is based on bipartisan, bicameral legislation that is supported by a dozen organizations, including associations that represent the interests of minority-owned and woman-owned small businesses. I urge my colleagues to support it. I yield to my colleague, the ranking member of the EPW Committee. I just want to say how pleased I am with the progress we have made today. A lot of amendments were offered and considered. We had the opportunity to vote on them, accept some, some not accepted. But the spirit was good. - I rise for the purpose of entering into a colloquy with the chair of the Finance Committee, Mr. Wyden, concerning section 13204, clean hydrogen, which establishes for the first time tax incentives for the production of clean hydrogen, and section 13701, Clean Electricity Production Credit, which establishes for the first time technology neutral tax credits for clean electricity production. I would like to commend my friend from Oregon, the chairman of the Senate Finance Committee, for his leadership in crafting title I of the Inflation Reduction Act of 2022, which includes new tax incentives that will promote clean energy, fight climate change, and help create good- paying, American jobs. I want to especially say thank you for including in the clean energy package, section 13204 of title I of the Inflation Reduction Act of 2022, which is similar to my legislation, S.1807, the Clean H2 Production Act. Section 13024 of title I of the Inflation Reduction Act of 2022 provides a production and investment tax credit for the production of clean hydrogen. In Section 13204, the term ``lifecycle greenhouse gas emissions'' for a qualified hydrogen facility is determined by the aggregate quantity of greenhouse gas emissions through the point of production, as determined under the most recent Greenhouse gases, Regulated Emissions, and Energy use in Technologies--GREET--model.…2 sources2022govinfo.gov
