Yes. The notification is meant to provide an additional mechanism for Congress to use in the oversight of the Commission's activities relating to nuclear exports. However, nothing in the ADVANCE Act changes the NRC's current responsibilities under the Atomic Energy Act to determine whether the granting of an export license is inimical to the national security interests of the United States. This means that if the NRC determines that issuance of an export license to any country is inimical to the national security interests of the United States, then the NRC is required by law to deny such a license, regardless of the technology involved.
