Yes. To assist Congress in understanding the extent and nature of exports to countries that have not ratified International Atomic Energy Agency safety and security protocols, the Commission must notify Congress if the NRC determines that an export license for a covered item to a covered country is not inimical to the common defense and security of the United States. This bill does not intend to establish a new standard that differs from the current inimicality requirements under the Atomic Energy Act.
