If we do not have a systematic process piece to go behind it, we really are only talking to each other and wringing our hands and decrying the waste of Federal dollars instead of actually fixing the problem.

I think that is to the extent that you guys need us to play bad cop, we are way willing to do that.

I want to take a minute to congratulate Commissioner Estevan Lopez, the new Commissioner of the Bureau of Reclamation.

If it were not for leasing water, the river would go dry, and there would be no water to sustain the endangered species in the river.
