They cannot do it by the support of people who are answerable to the people, so they have to go to the unelected bureaucrats to do it.

I have talked to the people from China. They sit back and smile. The thing they would love to have us do in this Country is make our reductions so we will be chasing our manufacturing base over there.

Let's be clear: This rule is about reducing unnecessary litigation, and using cell phones and email to transmit information in 2015 is just common sense.
