Mike Enzi is a former U.S. Senator from Wyoming, serving from 1997 to 2021. A member of the Republican Party, Enzi was known for his work on various committees, including the Senate Budget Committee and the Senate Health, Education, Labor, and Pensions Committee. I am never surprised but always impressed by what they can achieve--from reaching the rank of Eagle Scout to earning Gold Medals from the Congressional Awards program and so much more. Today I would like to share the achievements of those who are being recognized by the 20th Annual Prudential Spirit of Community Awards. I couldn't be more proud of them all for their heartfelt commitment to the future of Wyoming, the West and our Nation. For the past 20 years, the Prudential Spirit of Community Awards has been our Nation's largest youth recognition program for volunteer service. Each year, the Prudential Spirit of Community Awards selects two volunteers who have achieved extraordinary results in their work to help those in their neighborhoods who need their support. Nominations can be made by school or community organizations or any one of several other groups. Nominees then have their accomplishments judged by a panel which is tasked with the tremendously difficult job of selecting the winners. This year, Wyoming's two youth volunteers who are receiving this special honor are Laura Harris, 17, of Green River and Trinity Rich, 11, of Douglas. They will each receive an award, an engraved medallion and a trip to Washington, D.C. Laura has quite a remarkable story to tell. - I rise to express my concerns about a provision in the new health care law that will impose monumental burdens on small businesses, reduce wages and eliminate jobs. A provision that was included in the new health care law will require businesses to submit new tax forms every time they purchase more than $600 worth of goods. This new government mandate will impose significant new costs on 26 million businesses across America. Given the economic challenges that our Nation already faces, this is a burden that we cannot afford. If it is not fixed, this new mandate will slow economic growth and prevent the creation of new jobs. The Commerce Department reported last week that the pace of economic growth is slowing down. U.S. economic growth slowed to an annual rate of 2.4 percent in the second quarter, the weakest showing in nearly a year. According to the Labor Department, wages and salaries are also suffering and the unemployment rate still hovers around 9.5 percent. If these numbers are going to improve, it's going to be a result of the hard work and ingenuity of our Nation's small business owners. The entrepreneurial small business community has been the driver to pull us out of all recent recessions. They are the key to job creation that will pull us out of this economic downturn as well. - I rise in opposition to the McCain amendment No. 2107, which would facilitate the importation of prescription drugs from Canada. We are not talking about bus trips of seniors to reputable brick-and-mortar pharmacies right across the border. We are talking Canadian Internet pharmacies, which may not even be in Canada, which pose a significant threat to American patient safety. This amendment would require the Food and Drug Administration to allow individuals to import prescription drugs into the United States from Canada, notwithstanding any other provision of the Federal Food Drug and Cosmetic Act. Drugs that supposedly come from Canada can originate in any country in the world, and merely be shipped to the United States from Canada. Canadian law does not prohibit the shipment of drugs from any country into Canada and then into the United States. They do not care. In 2005, FDA conducted an investigation of drugs that American patients thought they were ordering from Canada. Eighty-five percent of the drugs represented as coming from Canada actually came from 27 other countries. A number of drugs were found to be counterfeit. A letter from Assistant Deputy Minister of Health, Canada, to the U.S. Surgeon General again said that Canada does not assure that products being sold to U.S. citizens are safe, effective, and of high quality, and does not intend to do so in the future. - I am proud to introduce a resolution today to designate Saturday, July 26, 2014 as National Day of the American Cowboy. My late colleague, Senator Craig Thomas, began the tradition of honoring the men and women known as cowboys 10 years ago when he introduced the first resolution to designate the fourth Saturday of July as National Day of the American Cowboy. I am proud to carry on Senator Thomas's tradition. The national day celebrates the history of cowboys in America and recognizes the important work today's cowboys are doing in the United States. The cowboy spirit is about honesty, integrity, courage, and patriotism, and cowboys are models of strong character, sound family values, and good common sense. Cowboys were some of the first men and women to settle in the American West, and they continue to make important contributions to our economy, Western culture, and my home State of Wyoming today. This year's resolution designates July 26, 2014, as the National Day of the American Cowboy. - I wish to congratulate the Senator from Georgia on the content of his speech as well as on his enthusiasm and also on how he follows through on what he says. I get to serve with him on the Budget Committee, and I have been extremely impressed. At his first meeting, I introduced him as someone who has balanced budgets. He corrected me. In the private sector, one can't just balance the budget; you have to do better than that. He has that kind of experience to bring to the Budget Committee and to this body, and I look forward to working with him diligently on the budget. We only had 6 weeks to do what hadn't been done in 6 years, and he was a tremendous help in getting through that process and understanding some of the complexities. He is a good numbers man. So when he talks about what we need to do with the budget and paying down the debt and the ways we can do it, I look forward to working with him to get those things accomplished. I yield the floor. - I rise today in support of the Pain-Capable Unborn Child Protection Act, which protects unborn babies who are capable of feeling pain from abortions. I am proud to be a cosponsor of the Senate version of this bill and applaud our Leader for bringing the bill to the floor. According to the National Library of Medicine, a baby's major systems and structures develop at week 5 of fetal development. Blood cells, kidney cells, and nerve cells develop at this time; and the baby's brain, spinal cord, and heart begin to develop. During the sixth and seventh weeks, a baby's brain forms into five different areas and a baby's heart beats at a regular rhythm, with blood pumping through the main vessels. Lungs start to form during week 8, and all essential organs have begun to grow by week 9. The National Library of Medicine reports that a baby's face is well- formed between weeks 11 and 14. Bones become harder between weeks 15 and 18, and the baby's liver and pancreas produce secretions. Between weeks 19 and 21, a baby can hear and swallow. Some of my colleagues are aware that this issue is very personal for me. Our daughter Amy was born three months premature. She weighed 2 pounds and the doctor's advice was to wait and see. We took Amy to Wyoming's biggest hospital to get the best kind of care we could find. When my wife, Diana, and I would visit her, the nurses often told us it wasn't looking good.
