About the Declaration there is a finality that is exceedingly restful.

The ultimate sanction of law rests on the righteous authority of the Almighty.

Whatever dangers threaten, the Nation remains secure in the knowledge that the ultimate application of the law of the land will provide an adequate defense and protection.

The effort has been to improve the public service by elimination of waste and lost motion and by constructive conservation of our resources.
