That has been an ongoing process, and we have continued to strengthen the review of proposed earmarks before taxpayer dollars are committed.

Earmarks have long been part of the budget process, and we have worked over the years to make the process for reviewing them more transparent and accountable to the taxpayers of South Carolina.

Peggy and I are grateful for the opportunity we have had to contribute to this great state, and it is an honor to have our portraits displayed here at the Governor’s Mansion.

There is no greater privilege than serving the people of South Carolina, and I have been proud to see our state become stronger and more prosperous during my time in public office.

Our state remains committed to providing assistance where it is needed while maintaining the resources and capabilities necessary to respond here at home should South Carolina face a hurricane or other significant weather event.

This expansion will bring approximately 135 new jobs to Lexington County and create new opportunities for South Carolinians.

There are almost $7 billion in active projects underway across the State, up from $2.7 billion in 2017.

At my request, the General Assembly began funding a school resource officer (SRO) grant program administered by the Department of Public Safety for public schools that did not have an assigned SRO.

This budget also provides additional property tax relief to homeowners who are 65 years of age or older, who are totally and permanently disabled, or who are legally blind by increasing the Homestead Exemption from $50,000 to $75,000.

Providing students with access to breakfast at school will help ensure they have the support they need to focus, learn, and succeed in the classroom.

This budget provides an additional $8.3 million for pay raises, overtime pay, and the hiring of new officers at our state law enforcement and criminal justice agencies.

This budget provides $88 million for the preservation and conservation of historic, pristine, or significant properties across the State.

To address the high demand for skills, training, and knowledge, this budget once again provides $95 million for the South Carolina Workforce Industry Needs Scholarships (SC WINS) program at our State’s technical colleges.
