I call upon appropriate Government officials to display the flag of the United States on all Government buildings on Citizenship Day, September 17, 1977.

I urge Federal, State and local officials, as well as leaders of civic, educational and religious organizations to conduct related ceremonies and programs on that day.

I do hereby proclaim the week beginning September 11, 1977, as National Hispanic Heritage Week.

Today, Americans have come to recognize the important role of the Hispanic community both in the life and work of the United States.

I also designate as Constitution Week the period beginning September 17 and ending September 23, 1977.

Every person has the right to live in a society that values their contributions and respects their dignity.

My government is solidly committed to these efforts, which we believe will maintain the credibility of existing NATO strategy into the 1980's and beyond.

The United States remains categorically committed to NATO's strategy of forward defense and flexible response.

Equal rights for women are an inseparable part of human rights for all.

This is a crucial point in the struggle to achieve full equality for women under the law.

Strong action is needed to guarantee women total equality in the areas of politics and government, education, employment and related benefits, health care, housing and justice.

I further urge all our people to dedicate themselves anew to the goal of achieving equal rights for women under the law.

There is hereby established the Presidential Management Intern Program.

I'm very proud of this program.

I'm sure we'll have intense competition for these jobs in Government.

I think this is one of the finest programs that I've had a part in.

An engaged and informed citizenry is the foundation of a strong democracy.

Leadership requires the courage to make difficult choices and the wisdom to seek solutions.
