It requires that you be personally and clearly accountable for the regulations that are being considered.

I expect that you will include in your revised agency procedures, provisions which will institute intergovernmental consultation described in this memorandum.

Agencies shall establish criteria for identifying which regulations are significant.

Each agency shall review its existing process for developing regulations and revise it as needed to comply with this Order.

I do hereby proclaim Friday, April 14, 1978, as Pan American Day.

I strongly hope that productive Cyprus negotiations will be reconvened very soon.

The head of each agency shall approve the agenda before it is published.

The public is seeking a change.
