It is imperative that you impress upon the Chairperson and members of your Executive Resources Board the importance this Administration places upon executive selection and development.

There are no more important actions we can take to provide long-term benefit to Government and more efficient delivery of services to the public.

The peace process outlined at Camp David 1 year ago is alive and well.

Although the Camp David accords is a document made of words, the peace progress that has been made in the last year has been in the hearts and minds of the people of Israel and Egypt.

Our goal has always been the establishment of a comprehensive peace in which Israel could at last live in security and tranquillity with all its neighbors.

It's obvious that both countries, both peoples, both leaders are determined that this process will be successful and that we will indeed have peace in the Mideast.

With your vision and a deep sense of commitment, we were able to heal the wounds of the unhappy past and focus on the future.

We believed then that we had reached an historic turning point in the bitter history of that long-suffering region.
