  1. I rise today to honor the peace officers from around the country, those who came to Washington last month to commemorate the deaths of over 230 peace officers last year and, particularly, to honor the memory of those 230 peace officers who gave their lives last year. Today, we pay tribute to the commitment, the sacrifice and public safety services peace officers have provided on a daily basis and continue to do so. As we all know, September 11 stands out as one of the most tragic days in American history. That fateful Tuesday we lost 72 police officers, the largest single loss of law enforcement personnel in a single day in the history of our country. While September 11 offered an extreme glimpse of law enforcement service and sacrifice, similar acts of heroism and valor are performed every day by police officers across our Nation.2 sources2002govinfo.gov
  2. I rise again today to offer an amendment to cut the level of funding in this appropriations bill by 1 percent. The amount equals $171 million. This is the fourth time that I have offered such an amendment in recent times. I understand the appropriators have a difficult time narrowing down the requests from Members and the administration for money. However, we have to draw a line somewhere. And I feel strongly that the projected deficit for next year, $475 billion, that the bills we are currently working on are simply too large. We can do something about the deficit. We can do it right now. By voting for my amendment, Members are stating for the record that the budget deficit is too large and that the American taxpayers should not be burdened in the future because we cannot control our spending today. It is important to offer amendments of this type, I think, and have votes for the record stating clearly who in this body believes in fiscal discipline.2 sources2003govinfo.gov

Mr. Skelton, thank you so much. You have been such a good friend over the years. And I also would be remiss if I did not thank Mr. Ortiz, Solomon Ortiz. He and I have been teammates leading the Readiness Committee but before that leading…

I won't belabor the point any more, except to just simply say there was a lot of good opportunity here, I think, to really strengthen the ethics process. And I know there are some who would like to do a commission to that again. The ethics…

I will keep my hands up here where you can see them. Mr. Chairman, I have enormous respect for you and the committee, and you know that I do. But I am not happy with this rule. And I am not happy with this rule because I think it doesn't…

You said one side of the aisle is not interested in the Ethics Committee proceeding and working. There is enough blame to go around, I have to say. Both sides of the aisles have fouled this process up now. And we need to work together to…
