Frankly I was outraged when President Clinton issued that executive order revoking President Reagan's historic executive order on federalism issued in 1987. President Reagan's executive order provided many protections for and reflected great deference to State and local governments. By stark contrast, President Clinton's new executive order, issued without prior consultation with State and local governments, betrays and repudiates an 11-year tradition of trust and mutual consultation between the States and the executive branch. In its place, the order laid out the groundwork for an unprecedented Federal power grab in virtually every area of policy previously reserved to the States under the 10th amendment.
