Let me just say, I am sorry about the procedure, but this bill has been sitting in these two committees for 2 years. We have a fire season coming up again, and we need to focus all the assets we can. When we have a war and when we have a blazing fire, and that is a war, we want all the assets we can get on it. It is predicted we will have 30 percent less assets this year than we had last year in terms of planes because many of the private planes have been grounded, so we need to solve this and we need to solve it now, not put it off for another year or two.
