let me correct just one thing. The gentleman makes a very good argument. By the way, we should have dealt with this at budget time; there is no question about that. The way this amendment is crafted, it does not reduce high-priority programs as well as low-. It allows the administration to determine where the 1 percent comes from; and, hopefully, they have got the good sense to not take it out of the high-priority programs. I thank the gentleman for yielding.
