I rise to support H.R. 1588, the National Defense Authorization Act for Fiscal Year 2004. We are a Nation engaged in an ongoing global war on terrorism. American soldiers, sailors, airmen and Marines are deployed all over the world in support of Operation Enduring Freedom and Operation Iraqi Freedom. The bill supports all of our service members who are fighting terrorism and defending our homeland. H.R. 1588 strikes a careful balance between ensuring that our military is able to train in a realistic manner while remaining good stewards of the environment. The bill amends the Marine Mammal Protection Act so that it can be read and implemented in a common sense fashion.
