The Forest Service tells us that they are $5 million short of being able to do the kind of program that is needed to meet the need. This would put $4 million of that $5 million in it. At the same time, it would not in any way destroy the horse and burro program because that is something too that we need to solve. We have too many horses and burros on the range. I would advise the gentleman from Ohio that I raise horses. I am sympathetic with the horse problem. I live in the West. I saw My Friend Flicka and Thunderhead. I understand about wild horses and the affection we have in America for wild horses. But we have too many on the range, and we do need to solve it. I would not in any way want to take away all the money from that. That is why half the money is still there.
