I think we were all absolutely dumbfounded when the President chose to veto these particular bills. Let me sum it up again. All of these projects would address validated requirements of the military services. We did not invent any of these projects. We did not come up out of our head and say, 'Oh, that would be nice to do.' These are things we demanded that the military prove their need for before we put them in.
