I believe that if the bill under consideration should become a law it would be regarded as a retrogression from the financial intentions indicated by our recent repeal of the provision forcing silver-bullion purchases.

I can not conceive of a longer step toward silver monometallism than we take when we spend our gold to buy silver certificates for circulation.

I am convinced that this scheme is ill advised and dangerous.

So much of clause 5 of Special Departmental Rule No. 1 ... is hereby revoked.

To the Senate:I transmit herewith a report from the Secretary of State, concerning the landing of British troops at Bluefields, Nicaragua, in answer to the resolution of the Senate of the 7th instant on that subject.
