This settlement would not have been possible without their leadership and oversight.

President Zedillo has shown the determination to confront the drug trade head-on and to root out corruption.

It would be harmful to our national interests if the United States... was on the outside, not the inside, when it comes into operation on April 29.

I certified Mexico because of the unprecedented level of counternarcotics cooperation we have achieved in the last year and because of the positive steps Mexico has taken on its own to fight drug trafficking.

Just as no law prevents every crime, no treaty is foolproof.

The President's decision to certify Mexico's counterdrug efforts was based on an objective review of Mexico's significant accomplishments over the past year.

I welcome the Senate action endorsing greater cooperation with Mexico and other nations in our hemisphere in the common fight against the scourge of drugs.

The resolution approved today represents bipartisan cooperation at its best.

This certification reinforces our ongoing efforts and will foster increased U.S.-Mexico cooperation and strengthen Mexico's own antidrug initiatives.

The Senate and I share a common goal: We both want to improve cooperation with Mexico, Latin America, and the Caribbean in the fight against drugs.

I am pleased by the announcement yesterday that the negotiating teams for American Airlines and the Allied Pilots Association have reached a tentative agreement on their longstanding labor dispute.

I welcome the Senate's farsighted approach, and I urge the House to take up this bill and pass it as quickly as possible.

I want to commend the management of American Airlines and the leadership of the Allied Pilots Association for their commitment to each other and to the traveling public.

Our environment is, literally, our common ground.

Today I have signed into law H.R. 924, the 'Victim Rights Clarification Act of 1997.'

I strongly oppose H.R. 1 and will veto this bill if passed in its current form.

It is time for us to work together to give America's working families the help they need to succeed in an increasingly demanding environment.
