today, along with Senator Lautenberg, I am introducing legislation, the Crossroads of the American Revolution National Heritage Area Act, to establish the Crossroads of the American Revolution National Heritage Area in the State of New Jersey. I am proud to be joining my New Jersey colleagues, Representatives Rodney Frelinghuysen and Rush Holt, who are introducing this legislation in the House of Representatives, with the support of the entire New Jersey delegation. This legislation recognizes the critical role that New Jersey played during the American Revolution. In fact, New Jersey was the site of nearly 300 military engagements that helped determine the course of our history as a Nation. Many of these locations, like the site where George Washington made his historic crossing of the Delaware River, are well known and preserved. Others, such as the Monmouth Battlefield State Park in Manalapan and Freehold, and New Bridge Landing in River Edge, are less well known and are threatened by development or in critical need of funding for rehabilitation. To help preserve New Jersey's Revolutionary War sites, this legislation would establish a Crossroads of the American Revolution National Heritage Area, linking about 250 sites in 15 counties. This designation would authorize $10 million to assist preservation, recreational and educational efforts by the State, county and local governments as well as private cultural and tourism groups.9 sources2003govinfo.gov
today along with Senator Torricelli I am introducing legislation to ensure that the families who suffered tremendous losses in the terrorist attacks on September 11th receive the compensation they deserve and need to move forward with their lives. The bill would eliminate provisions in current law that reduce the compensation to which they are entitled because of contributions received from other sources. New Jersey has been tragically affected by the terrorist attacks of September 11. This past weekend, I met with over 400 family members who lost a loved one on the 11th. These people are dealing with unimaginable pain, and many are struggling as they try to provide for the security of their families. To obtain assistance, families are being forced to navigate through extensive paperwork burdens. They have filled out countless forms and made countless calls seeking answers about the benefits to which they are entitled. I rise today to reintroduce my legislation, the Patient and Physician Safety and Protection Act of 2003, to limit medical resident work hours to 80 hours a week and to provide real protections for patients and resident physicians who are negatively affected by excessive work hours. I feel strongly that as Congress begins to consider proposals to reduce medical malpractice premiums and improve quality of care, we must consider the role that excessive work hours play in exacerbating medical liability problems and reducing quality of care. It is very troubling that hospitals across the Nation are requiring young doctors to work 36 hour shifts and as many as 120 hours a week in order to complete their residency programs. These long hours lead to a deterioration of cognitive function similar to the effects of blood alcohol levels of 0.1 percent. This is a level of cognitive impairment that would make these doctors unsafe to drive--yet these physicians are not only allowed but in fact are required to care for patients and perform procedures on patients under these conditions. The Patient and Physician Safety and Protection Act of 2003 will limit medical resident work hours to 80 hours a week. Not 40 hours or 60 hours. 80 hours a week. this amendment addresses one of the most serious security threats facing our Nation: the threat of a terrorist attack on a chemical facility. As in my State, the great State of North Carolina has had some accidents with regard to chemical plants recently, and many people believe it is one of the greatest vulnerabilities in our infrastructure. I have discussed this issue many times, as it is vital to my State, which has a heavy concentration of chemical plant facilities. There are thousands of these facilities across the Nation that can release and expose tens of thousands of Americans to highly toxic gases--some fatal, some leading to great illness. It should not be lost on the American public that we will be remembering the 20th anniversary of Bhopal this year where as many as 7,000 people have ultimately passed from a chemical plant explosion. It was tragic at the time. There are many other instances, and there is a great risk associated with these plants. The reality is that many of them were built at an earlier time in our economy where now there are surrounding densely populated areas. That is why this has been a great concern to people who think about homeland security right in our neighborhoods. It is the reason we need to make sure that what could be attractive targets for terrorists are properly addressed in the Homeland Security appropriations process. today I will be voting against the nomination of John Bolton to be Ambassador to the United Nations. When the President first nominated Mr. Bolton for this position, I expressed deep disappointment and concern. First, because of his repeated expression of disdain for the organization. But, more importantly, because Mr. Bolton is as responsible as any member of the administration for the needless confrontations with the rest of the world and for the international isolation that plagued President Bush's first term and for the shaky credibility we carry today. At a time when we need to be strengthening our alliances and making full use of international institutions to achieve our foreign policy goals, sending Mr. Bolton to the United Nations sends the exact wrong message. I don't accept his view that the U.N. is a vehicle to be used by the U.S. ``when it suits our interests and we can get others to go along.'' Diplomacy in most people's minds requires attention to more than just coalitions of the willing. Over the past month, the Senate Foreign Relations Committee has uncovered a pattern of behavior on the part of Mr. Bolton that has only confirmed my concerns. Most disturbing to me is the evidence of Mr. Bolton's troubled and confrontational relationship with our intelligence community.
