Today's vote on the 17 special interest environmental riders is a step in the right direction, but we still have a long way to go if we are to stop Congress' assault on public health and the environment.

Our children are the future of this country.

We have to deal with all those things that can be done by the President and all those things that can be done by legislators at the national, State, and local level.

Parents must teach right from wrong, and we must all support that.

We cannot balance the budget in a way that puts our children at risk or that weakens our resolve to fight the drug problem.

I hereby proclaim November 1995 as National American Indian Heritage Month.

As important as today's vote was, Congress' responsibility does not end here.

It is up to the rest of us to support you as well as we possibly can.

It places children into loving, permanent homes where they can flourish and grow up to become happy, healthy, productive members of our national community.

I urge the people of the United States to observe this month with appropriate activities and programs and to participate in efforts to find permanent homes for waiting children.

Citizens from all communities and organizations from the public and private sectors must join together to renew our commitment to finding permanent homes for each one of America's children.
