I think it would be a great mistake to think it is less important.

A strong U.S.-Japan relationship is critical for the world as we move into the 21st century.

Passage of such a bill now, while negotiations continue in Dayton, Ohio, seriously undercuts the ability to work with the parties on obtaining a settlement.
