we just are celebrating the 50th anniversary of Apollo.

Let me thank our Subcommittee Chair, Mrs. Fletcher, for taking on the leadership of having this hearing.

I am excited to hear how we can help coastal communities like Houston become more resilient to the increasingly frequent and intense storms we are already seeing.

That means that throughout our respective districts there are people who are still struggling to be resilient and to overcome the devastation of Hurricane Harvey.

NOAA is continuing to improve predictions of hurricane intensity, high and sustained wind speeds over the course of a storm's life, storm size, structure, rainfall, and flooding, and storm surge.

We know that we are dealing with a hotter, wetter atmosphere due to increased greenhouse gas emissions and increasing rainfall during typical cyclones.

We have an obligation to ensure that the residents of Houston, along with other communities across the country, can have greater certainty that they will know how strong a hurricane will be.

I was--it was brought to my attention of a 75-year-old who is still living in a trailer on her property, pursuant to Hurricane Harvey.

I was delighted to support her and say welcome to the other distinguished Members of the Committee and our visiting Members as well.

And I can imagine that we are certainly looking to the question of resilience, resilience I believe being one of the most important responses to the devastation of flooding and hurricanes.

I am always excited to talk about how Texas leads the U.S. in installed wind energy capacity, with over 24 gigawatts of wind energy.

Science does not have a political agenda.

Sometimes Congress throws up roadblocks for federal scientists, too, and we need to do better.

I am disappointed, however, that the request also includes a 30% cut for research on resilient distribution systems within the Office of Electricity.

I am proud to be an original cosponsor of the Scientific Integrity Act, and I commend Congressman Tonko for his hard work in preparing the bill.

I hope that the White House will reconsider this harmful order, which serves only to decrease the transparency of the advice solicited by agencies across the government.
