Thank you, Chairman DeFazio, and Ranking Member Graves, for holding today's hearing on implementation of the IIJA.

Failing to accurately measure our emissions will undermine our ability to achieve effective climate solutions.

For too long we have failed to prioritize, or even acknowledge, the vast contributions that the Black community and other minority groups have made towards scientific discovery and innovation.

Ultimately, however, we will need to enact policy to regulate greenhouse gas emissions.
