What are we going to do, deport these 11 million, find them and deport them? We don't have the resources. We don't have the time.
William R. Richardson
The Public Record
Well, it's important that we treat this as a national issue. It shouldn't get so partisan, as it has, because you are talking about people. We're talking about securing our borders.
But, politically, if you look at most Democrats, there's strong support for border security, plus a legalization plan.
I think what you have to do is be realistic. This is going to be a messy problem to resolve, but let's do it efficiently and let's do it in a humane way with a bunch of benchmarks.
We're registering close to 10,000 Native Americans. And if they vote, just a small portion, in a very close race it will make a difference.
We cannot win the war on terrorism alone. And what Senator Kerry is saying is you need coalitions, you need alliances.
We need allies, we need Muslim countries, we need the United Nations. We cannot win the war on terrorism alone.
If the Republicans get more than 35 percent, which they got in the last 2000 election, then we, the Democrats, are going to be in trouble.
This is a great honor for me, especially when I see so many friends. I served 14 years in the House, and I think I have served with about 70 percent of you... But really, in my 14 years, I felt that through this travel is where you get to…
Today I want to speak about three individuals, one Hispanic-American and two African-Americans: First, our departed colleague, Frank Tejeda who passed away courageously and with great dignity last week in his hometown of San Antonio, TX…
I would like to mention that the agreement includes a provision proposed by the other body that $5 million be expended in substance abuse and mental health services for Native American populations, rural and Native American populations. No…
This is a good bill. We have a lot of good national parks legislation besides the Presidio Trust. We have got the Tallgrass Prairie National Preserve, the Selma to Montgomery National Historic Trail, the Colonial National Historic Park…
But this bill, Mr. Speaker, is a disaster, and this bill should be defeated. I have with me a statement from the Office of Management and Budget that just came in that the administration would veto this bill. Just as well, Mr. Speaker…
Mr. Speaker, let me commend the gentleman from Alaska, Chairman Young. This one is a good bill, and I commend the gentleman for working in a bipartisan fashion with the minority. As the gentleman said, 9 out of the 10 areas of disagreement…
I rise in support of the mental health provisions in this conference report. Earlier this year, I offered an amendment to the health insurance reform bill which would have assured that patients with mental illness could not be…
Yesterday President Clinton received the endorsement of the Fraternal Order of Police, an organization that represents the sizable majority of our country's police officers. President Clinton is the first Democrat running for President or…
Although H.R. 2941, as introduced, dealt solely with employee housing, a comprehensive substitute was adopted by the Resources Committee that incorporated several diverse park proposals that were pending before the committee. I did not…
let me be perfectly candid. A corrections day implies a mistake. This is not a mistake. This is policy change. Would the gentleman explain to me where the mistake occurred? If we pass a piece of legislation, it is to advance a policy. The…
The Torres-Martinez Indian Reservation was created in 1876 in the Coachella Valley of California. The Salton Sea flooded approximately 2,000 acres of reservation lands and in 1909 an additional 9,000 acres of submerged lands were included…
I remain very perplexed. The gentleman keeps talking about bipartisanship. Policywise, bipartisanshipwise, we are going to support the gentleman from California [Mr. Riggs], but procedurally I am here to object to the use of this procedure…
Mr. Chairman, what we have here is an unfortunate debate at a time when it is important to send a signal that the country is united behind the President, our Commander in Chief. At this very moment, we have dealt with military action…
I have concerns about designating November 1997 as the opening date for the facility. If new health and safety problems arise prior to start-up, I want to be assured that resolving these concerns will take precedence over the opening date…
if this bill passes, I would be unable to effectively communicate with 60 percent of my constituents. Hispanic Americans make up 40 percent in my district; native Americans, the first Americans, 20 percent. Mr. Chairman, I wonder what is…
the English Language Empowerment Act of 1996, is a bill we do not need. Everybody in American realizes that English is the language of the land. At a time when we are trying to deregulate government, why are we adding more laws to our…
another Democratic initiative, health care and insurance reform, will soon become law, affecting millions of Americans. The Kennedy-Kassebaum bill, which reforms insurance portability and preexisting conditions in insurance, will permit us…
