I am offering an amendment, Mr. Chairman, at the request of the Department of Energy that says we can live with 15 percent over 5 years. We are going to be doing that as part of the mandates by Congress, but if we go beyond that, at 30 percent, then we are cutting science, we are cutting 14,000 people. It is a meat-axe approach.
