“I want to correct what is permeating this Chamber. Native Americans are different from other ethnic minorities in that they are sovereign tribes, sovereign nations. You cannot equate a case of an African-American or Hispanic-American with native Americans. Native Americans have treaties with the United States. You cannot completely disregard tribal administration, and tribes that have not been consulted in this. The Clinton administration supports the Young amendment. They have issued a statement, along with the Department of Interior, the Department of Justice, the Federal Bar Association.”
