I am pleased to welcome our distinguished panel to today's hearing.

The focus of today's hearing is painfully salient in New Jersey, a historically flood-prone State.

This is my first hearing since taking over the Subcommittee Chairmanship from my colleague and friend Mrs. Fletcher.

They appreciate that the National Flood Insurance Program (NFIP) is a critical part of providing this protection to communities.

Assessments of flood risks today must consider that climate change is accelerating rates of sea level rise.

I certainly want to make sure that we don't end up from this administration finding ourselves in another unending war.

We in Congress have been saying we need all of the information that the administration has so we can help make good decisions for our country. As you know, we are the body from the constitution that declares war.

As a veteran, I think -- my first thoughts are really for the families.

Because our soldiers and families really deserve nothing less.

So it is a huge concern, I would think, that the DOD has some real concerns with this proposed rule.

It appears as if the EPA may have overlooked the advancement of science through open publication as a compelling interest.

Our soldiers and their families make great sacrifices on our behalf, and we have a duty to take care of them.

The lack of attention to the problem there by public officials was incredibly disheartening.

Members of Congress are often underappreciated here in New Jersey.

We're here today to discuss online imposters and disinformation.

By driving a wedge into the social fissures in our society, sowing seeds of mistrust about our friends and neighbors, exploiting social discord, they think they might destabilize our democracy.

When I was a Russian Policy Officer in the Navy, I learned how central information warfare is in Russia's quest to dominate Western nations.

We see him now really thinking that he is empowered not to turn anything over to Congress, to act in a way that really undermines our national security. And that's something that we saw as a real threat.

We see the president then threatening another foreign power with that -- with the withholding support, and then trying to affect the elections, trying to get dirt on his opponent. That was simply a line that was crossed for many of us in…

I think particularly the threat to our national security, the threat to our Democratic elections. We have seen now for 2020 going forward, a forward looking threat with the president withholding support for a strategic partner.

We need the full report. We need the I.G.'s report, and then we need to keep pressure on the president, because we know he said in the past that he would turn over certain documents or do certain things and has not followed through.

The fact that we have gotten here, that we still don't have the whistleblower report shows that this was needed, this step was needed. We needed to pressure the president to turn that over.
