this amendment says very simply that we will not use the taxpayers' money to solicit people to come into the SSI program, which we are doing, and spending massive amounts of taxpayers' dollars to solicit people to come and sign up for SSI…

I do not think there has ever been a Federal program in which we gave away money like we have with SSI that was very well hidden.
They can print the brochure, they can mail it, but they cannot give money to advocacy groups going door to door.
I am not sure how they inform all the people about the programs because there are many Federal programs and many, many ways of informing people. But we have simply created here an issue that we could simply go out and solicit door to door…
It would not prohibit them from telling them if they come in and ask about it. They can come into the Social Security office and ask about the program. They would be told.
They can do it if they do not use Federal funds. There are many advocacy groups that are working and soliciting--I am saying advocacy groups cannot use Federal funds.
The Senator is well aware that we have never had a Government program in which we have given away money that was not well advertised.
I rise to introduce the Foreign Aid Reform Act of 1996. I would like to offer just a few brief remarks about this legislation and its three component parts. First, it bars foreign aid to countries that vote against the United States more…
Thomas Jefferson said, ``To compel a man to furnish contributions of money for the propagation of opinions in which he disbelieves is sinful and tyrannical.'' At noon today, the U.S. Senate will hold a historic vote on legislation to…
the Church Arson Prevention Act of 1996 is designed to meet two goals: One goal is to prosecute criminals who would sink so low as to burn churches to begin with. Second, we want to send a clear message that people of faith will not stand…
Senator Kennedy and I stand here today united in our belief that the rash of church arson must end and now. If we in Congress cannot agree that church burning is a despicable crime, what can we agree upon? It is not a matter of liberals…
as we all know, Bob Dole will resign from the Senate to run for the Presidency today. It was a courageous decision--but also a sad one for the Senate. I am personally proud of Senator Dole. I think it is the right decision. I strongly…
over the weekend in my home State of North Carolina, a small black church--the Matthew Murkland Presbyterian Church was destroyed by fire. This is truly a terrible act. I cannot think of a more despicable act than to burn any church…
President Clinton devoted two of his weekly radio addresses this month to the topic of welfare reform. Like President Clinton, I was elected in 1992, and welfare reform was a key issue in my campaign. Since then I have introduced welfare…
this amendment would very simply express the sense of the Senate that if we enact a balanced budget plan this year--that such legislation should also contain a strategy for reducing the national debt. The budget resolution we are debating…
while we are debating the Simpson amendment on legal immigration, let me stress the need to address the problem of illegal immigration as part of Senate bill 1664. I support S. 1664. Madam President, stopping illegal immigration is one of…
I am delighted and proud to join with Senator Thompson and cosponsor Senate Joint Resolution 21, which would provide for national term limits for 12 years for any Member of the U.S. House of Representatives or Senate. In the past, Congress…
I am proud to support the Small Business Regulatory Fairness Act as a cosponsor. Before I was elected to the Senate in 1992, I spent more than 40 years in the private sector as a farmer and a businessman. I know firsthand how hard it is to…
it shows the Clintons were much more actively involved than we had any idea; that the McDougals put far more money into the project than did the Clintons; and that they clearly used money from the savings and loan to supplement the…
I first want to commend the Junior Senator from Idaho for his leadership on this issue. I know that reforming the Endangered Species Act is a critical issue to Idaho. It is a make or break issue for many of our constituents. I am certain…
it would appear that we are going into not a debate on the issues here, but a debate on who can find the best editorials. I say to the Senator from Maryland that he read from the Greensboro, NC, News and Record. I have found, over the few…
I am very much aware, and we all are, that the statute of limitations was not applicable to the First Lady's business. But as a member of a Rose Law Firm, as the attorney involved, and as a billing attorney involved in this--and she was…
The Senator says that we could have gotten an answer by a phone call. We could not get it in a full day of testimony. He could not remember how many times he had been to Washington. He could not remember what he was here for. He had no…
I think it is a sad procedural tool to be stopping the Senate investigation at this point with the somewhat feeble excuse that it has gone on too long and it is costing too much, simply because we are rapidly getting to the heart of…
Mr. Lasater has a lot to do with Whitewater, and the Senator from Arkansas should know that. Mr. Lasater was convicted of ``social distribution'' of cocaine. He was sent to prison. He was pardoned for his crime of drug trafficking by…
