When we talk about vulnerable populations, as we have built our programs, it is something that--and I have some disagreement with my State colleagues on this--nobody disagrees on the importance of getting this right.

I understand their concern, but it is 2015 and no one should be left behind, especially our most vulnerable neighbors.

In order to ensure ready responders, we must make certain that adequate programs are available and that sufficient access is available to those training programs.

Ensuring timely and efficient emergency response whenever and wherever disaster strikes is critical.

I am very pleased to return as ranking member of the subcommittee and, like Chairman Barletta, I look forward to continuing the good working relationship that we both share.

Unfortunately, because of Congress' repeated cuts in GSA's construction and renovation budget, and because of arcane budget scoring rules, GSA has not been able to fund projects that maintain the aging inventory of buildings.

In an ideal world, Congress would vote for a robust annual appropriation for GSA's revolving fund to support a proper investment in the existing portfolio.
