In the position that I hold I want to do everything that I can to seize the moment to make the world safer, to make it a more peaceful world, to make it a more open world.

Waste, confusion, and inefficiency are too often the price paid by local and State governments for Federal aid under the present system.

Secretary Stans is completing his service as Secretary of Commerce and then will be taking on a new position.

Today, I again urge that the Congress enable us to improve our manpower programs by enacting the Manpower Revenue Sharing Act.

I chose temporary controls to curb inflation.

Viewed against the vital national objectives which our foreign assistance programs are designed to pursue, the act is a great disappointment.

It is what has made us the economic wonder of the world today.

The time has clearly come to reform the way in which the Federal Government aids local and State authorities.

Our New Economic Policy is shrinking the bulge of inflation.

The foreign assistance programs of the United States constitute a fundamental element of our strategy for peace.

By giving the American public full access to the facts of political financing, this legislation will guard against campaign abuses and will work to build public confidence in the integrity of the electoral process.

Because I share that concern, I am pleased to give my approval to this bill.

S. 382, the Federal Election Campaign Act of 1971, limits the amount candidates for Federal elective offices may spend on advertising, not just on radio and television, but through all communications media.

It is time that we give our communities the flexibility they need to design programs better suited to their own special employment conditions.

The Manpower Revenue Sharing Act which I will again propose in my message on Monday can help to do all of these things.

The American economy is also doing remarkably well at producing new jobs.

It gives promise of further progress toward our goal of full employment without war and without inflation.

Though we are making progress, we must do better still and we shall.

Since I announced the new economic policy less than 6 months ago, more than a million new jobs have been generated.

There is more that can and should be done: One thing needed is to improve the quality of our manpower development programs, and to make them more responsive to the particular needs of particular localities.

I also directed the Office of Management and Budget to form and to chair a Relocation Assistance Advisory Committee.

Corrective legislation will be submitted to the Congress.

I requested Federal agencies administering mortgage insurance programs to determine whether guarantees could be given to individuals who were displaced and might otherwise be ineligible because of age, physical, or other conditions.
