I, Richard Nixon, President of the United States of America, do hereby proclaim 1972 as International Book Year in the United States.

It is incumbent upon all who desire a better America, public officials and private citizens alike, to help improve both our intellectual resources and the free flow of information within and across our national boundaries.

We shall keep our airports, our airways, and our air travelers safe.

I am particularly heartened by the mutuality of this joint activity which has been undertaken so successfully by biomedical scientists in Japan and the United States.

We must not be intimidated by such lawlessness.

Accordingly, I ask that, without impairing the quality and comprehensive nature of the series, you immediately institute a program to reduce this time lag to 20 years.

We are also moving into an era of delicate negotiations in which it will be especially important that governments be able to communicate in confidence.

I urge that protected status be promptly extended to the lands covered by these proposals and by the 31 previous wilderness recommendations already pending before the Congress.

Whenever the entire Coast Guard operates as a service in the Navy, the reference to the Secretary of Transportation in section 1 of this order shall be deemed to be a reference to the Secretary of the Navy.

The quality of our life on this good land is a cause to unite all Americans.

The Federal Election Campaign Act of 1971 is a realistic and enforceable bill, an important step forward in an area which has been of great public concern.
