Edward R. Royce is a former U.S. Representative for California's 39th congressional district, serving from 1993 to 2019. A member of the Republican Party, Royce was known for his work on foreign affairs and trade issues during his tenure in Congress. He served as the Chairman of the House Foreign Affairs Committee, where he focused on international relations and security matters. Royce was also involved in legislation aimed at supporting religious institutions and community service initiatives.

by number of sources- I would like to begin by commending the gentleman from New Jersey, Chairman Payne, of the Africa Subcommittee. I want to thank him for introducing this resolution that addresses the troublesome violence that is occurring today in Kenya, and I would like to recognize the good work of the subcommittee's ranking member, Mr. Smith, as well. Mr. Speaker, the situation in Kenya has been described. Since the post-election violence erupted at the end of December, we know that now over 1,000 Kenyans have been killed. We know that a quarter million souls have been forced to flee from their homes. Many of these homes have been burned. Many individuals have been burned. As this resolution notes, international observers found the election to be seriously flawed, implicating the government. Today, as Kenya's politicians fight for power, its people suffer and some of those people are suffering terribly. This resolution calls on President Mwai Kibaki and opposition candidate Raila Odinga to accept external assistance to find their way out of this. This has been occurring of late with the former U.N. Secretary General bringing about some progress. But without this, the factions seem incapable of moving ahead on their own. The resolution also calls for holding accountable those responsible for violence. Widespread violence can almost always be traced back to ringleaders. - In closing, Mr. Speaker, I would like to thank my colleagues for their bipartisan work on this important legislation. This measure will send a clear message to the Iraqi people that the U.S. supports them in their quest for peace and stability and democracy. Still recovering from the atrocities and desolation left by ISIS, the Iraqi people deserve a chance to establish a stable democracy free of Iranian meddling. To be clear, these Iranian-backed militias are not just a threat to the Iraqi people. These same militias have launched mortars at the U.S. Embassy in Baghdad and continue to threaten Israel. - I rise also in support of this legislation. This is the Credit Union, Bank and Thrift Regulatory Relief Act that we have before us. As our capital markets continue to change and continue to evolve, the regulatory model overseeing our financial institutions must adjust as well. This legislation today is a small example of this effort to improve the regulatory structure overseeing the banks and the credit unions and the thrifts. By reducing the regulatory burdens, H.R. 6312 allows credit unions and banks and thrifts to devote more resources toward better servicing their customers and toward better serving those who use these institutions. Since the 108th Congress, as Mr. Kanjorski mentioned, he and I have coauthored the Credit Union Regulatory Improvements Act in an effort to modernize the regulatory model overseeing America's credit unions. We have made tremendous strides over the years. That bill, which is called CURIA now, has the support of 150 Members of this Chamber, and while today's legislation may not go as far as some would like, it is important that we not let the perfect be the enemy of the good.2 sources2008govinfo.gov
- I rise in support of H.R. 4011, the North Korea Human Rights Act, of which I am an original cosponsor. The human rights conditions in North Korea are abysmal. As we know, the North Korean regime apportions and withholds resources based on perceived citizen loyalty to the regime. From 1994 to 1998 at least two million North Koreans perished from starvation and related diseases, while nearly 50 percent of all North Korean children are malnourished to the point that it threatens their physical and mental health. This dire situation has forced many North Koreans to risk life and limb to flee into China. As many as 300,000 North Korean refugees are hiding in the Chinese countryside. Chinese authorities continue an aggressive crackdown--actively hunting down North Korean refugees and forcibly repatriating them to North Korea. Once returned to North Korea, they face torture, imprisonment, and even execution. The International Relations Subcommittee on Asia has held hearings on North Korea's human rights abuses, where we have heard testimony from North Korean defectors.2 sources2004govinfo.gov
