Richard Nixon
The Public Record
Richard Milhous Nixon was the 37th President of the United States, serving from January 20, 1969, until his resignation on August 9, 1974. A member of the Republican Party, he previously held the office of Vice President under Dwight D. Eisenhower from 1953 to 1961. Nixon's presidency is noted for significant foreign policy achievements, including the historic opening of relations with China and the policy of détente with the Soviet Union. Domestically, he is recognized for establishing the Environmental Protection Agency and implementing various social programs.
In my judgment, the public interest requires that Mr. Maclntyre be further exempted from such compulsory retirement
We must develop rural America in ways which protect agriculture and the environment.
The advantages of local control, so dramatically evident in this particular case, could be experienced on a regular basis in all of our communities if the revenue sharing programs which I have recommended to the Congress were put into…
We must reverse the flow of power to the Federal Government and return more power to State and local officials.
I believe that a major missing ingredient has been effective control of development programs at lower levels of government.
I want the Federal Government to do everything it can to help during this difficult time.
We must treat the problems of rural America as a part of a general strategy for balanced growth.

Now, Therefore, I, Richard Nixon, President of the United States of America, acting under the authority vested in me by the Constitution and the statutes, including section 351(c) (2) of the TEA, do proclaim that-
Well, we are happy to have you and I think this is, first, a very important assignment as the Council's work this year, which must be not only a very good year, but also it is a period in which we feel that it is very important to get on…
In Witness Whereof, I have hereunto set my hand this twenty-ninth day of January in the year of our Lord nineteen hundred and seventy-two, and of the Independence of the United States of America the one hundred and ninety-sixth.
The tariff concessions on sheet glass in Part I of Schedule XX to the GATT shall be modified in part as provided for in paragraph 2 below;
Drug abuse, as I said in my message on the State of the Union, saps our Nation's strength and destroys our Nation's character.
This effort to meet the drug menace directly on the streets of America--an effort which I promised in my message on the State of the Union--complements our other drug-related initiatives.
The Attorney General of the United States shall provide for the establishment within the Department of Justice of an 'Office for Drug Abuse Law Enforcement.'
The menace of drug abuse threatens to sap our Nation's strength and destroy our Nation's character.
I am convinced that the only effective way to fight this menace is by attacking it on many fronts--through a balanced, comprehensive strategy.
The Director shall also serve as a Special Consultant to the President for Drug Abuse Law Enforcement.
The Federal Government cannot meet this menace alone--but it can take a strong leadership position.
Each department and agency of the Federal Government shall, upon request and to the extent permitted by law, assist the Director of the Office for Drug Abuse Law Enforcement in the performance of functions assigned to him by or pursuant to…
I am pleased to announce that the new Office for Drug Abuse Law Enforcement will be headed by Myles J. Ambrose, who has been serving as our Commissioner of Customs.
DRUG abuse--as I said 7 months ago--is America's 'public enemy number one.'
