I worked with Senator Tester on the Tester amendment which was the Food Modernization Act that provides specific accommodations for preventive controls in the law for small farmers and producers.
What concerns me even more is that it doesn't appear as though the FDA has adhered to the requirements of the Administrative Procedures Act in how it went about publicizing the proposed rule.
I have heard a number of concerns from food producers about the overly prescriptive framework when considering the preventive controls for human food.
