I would like to yield 1 minute to the gentleman from Pennsylvania (Mr. Shuster).

I believe we should start this hearing by acknowledging that we are in an incredibly safe period for U.S. commercial aviation.

The Boeing Company has been a world leader in the airplane business for almost a century. It has maintained its leadership by making safety a priority.

We haven't had a fatal commercial passenger accident in the U.S. since 2009, and we owe a great deal of credit for that to dedicated safety professionals at agencies like the FAA and the NTSB.

I am hopeful that Congress will learn from this near-tragic incident.

Chairman Murray has been a leader on this issue for many years, and I appreciate her continuing focus on this issue.

Should Americans be able to drive across a highway bridge with the reasonable expectation that it will not crumble away from underneath them?

We know that 10,000 fewer seniors--I am sorry--seniors in Snohomish County receive 10,000 fewer meals delivered to them who currently receive their meals through the Meals on Wheels program through the Snohomish County Senior Services.

We also know that housing authorities in my district are making decisions now about which folks do not get vouchers, making the waiting lists longer because of the impact of the sequester.

I urge the committee to fully support the U.S. Commercial Service.

Pell Grants help 8,500 students and families I represent in the Second District of Washington state.

We need a next generation of highly skilled workers to maintain our strength in manufacturing and trade.

I urge this committee to adequately fund the Manufacturing Extension Partnership (MEP).

It does seem more reasonable to replace it with a more balanced approach.

With regard to the sequester, what we do know is that about 1,200 civilian employees at the naval bases in the district will be furloughed.

I urge this committee to fully fund the State Trade and Export Promotion program, or STEP, which helps States work with small- and medium-sized businesses to find new markets and overcome hurdles to exports.
