First off, I want to make a note that I am very happy that FAA has changed the name of NOTAMs to Notice to Air Missions.
The problem with NOTAMs is a lack of technology investment, which we have an opportunity to work together on to resolve.
Improving safety means preventing incidents. PHMSA needs to have the resources and staff to inspect pipelines, conduct investigations if incidents occur, and take appropriate enforcement action.
It is that explosion that spurred my commitment, which has been steadfast over the last 20 years, to the highest level of pipeline safety.
If Congress could give them the tools, the resources, and the ability to become a more robust regulatory agency, I think that is where we will see a real change in pipeline safety.
Putting safety first means greater oversight and accountability of the activities of pipeline operators.
Strengthening pipeline safety protects our communities. It also holds operators accountable.
